CUSTOMER ADVISORY : Implementation of Port Congestion Surcharge

Dear Customers,

Regional Container Lines (RCL) continues to monitor global port conditions to maintain service reliability across our ocean network. Due to ongoing, severe port congestion at Khor Fakkan (AEKLF) with vessel waiting times exceeding seven (7) days, RCL will be implementing a Port Congestion Surcharge (PCS) on all import shipments bound for Khor Fakkan.

This surcharge is necessary to mitigate significant extra operational costs incurred from prolonged vessel delays and berth waiting times, ensuring we maintain operational continuity across our liner services.

Implementation & Trigger Points:

Applicability Scope: Surcharge applies to all shipments that have been picked up, gated in, or are currently on the water bound for Khor Fakkan (AEKLF) on the designated vessels.

Equipment Coverage: Applies universally across all container types, including 20' & 40' Dry, Reefer, Special Equipment, Dangerous Goods (DG), and Out-of-Gauge (OOG) cargo.

Settlement: Collectible locally at the Port of Discharge (POD) and payable by the designated Consignee prior to cargo release.

Validity: This surcharge is implemented in addition to base freight rates, fuel adjustments, and standard terminal handling charges.
